UST Removal Management
With the federal EPA mandated registration of all underground hazardous materials and vehicle fuel storage tanks by May 8, 1986 and the phased federal EPA ordered upgrades for corrosion protection, leak prevention and leak detection systems that followed beginning in December 1988 and completed on December 22, 1998, the proper removal, remediation and documentation of closure for USTs has become critical. In Indiana these actions are regulated at 329 IAC 9 with technical guidance published by the IDEM Office of Land Quality UST Branch.
Although the federal and state regulations apply to a select group of USTs, the impact from leaking USTs excluded from these regulations can be just as big a liability to landowners as those that are formally regulated. This includes underground tanks containing fuel oil used for on-site heating and tanks of less than 1,00 gallon capacity. So the importance of proper closure with thorough documentation is the same.

Our services begin with the location of the tank and determinations of its size, past use, approximate age and contents. This information allows for proper classification of the project within the regulatory structure. Careful sample collection and the choice of analyses are critical for determining the disposal requirements for the contents and the closure testing that will be needed once the tank is pulled. The closure tests required vary with the history of use and the current contents. Our normal procedure is to perform the contents and closure sampling for our clients rather than delegating this to the removal contractor. This allows for more project control and also aids the contractor in preparing a bid proposal. We also allow for some over-excavation of the tank location during removal so that clean closure soil samples can be obtained with field screening, provided groundwater is not involved. This allows the excavation to be closed after the tank is removed and before the laboratory results are available to reduce other contingent liability. Our services always include a final report documenting the entire operation suitable for submission to the state agency and their determination of a clean closure, if required.
